Aaron Hopkins, a Google Software Engineer, offers tips and techniques on how to optimize your page load time.
One of the items Aaron talks about in his post of optimizing page load times is why pipelining isn't enabled in Firefox or IE when it ships.
Good question.
I guess they want to figure out who is smart enough to enable it? I don't know.
He even offers a JavaScript function to find out how to effectively measure the bandwidth of your users.
