60% Of Windows Vista Code To Be Rewritten

The company is starting to "scramble" to recover from a restructure of a division.
After realizing there are major problems in the Windows division, Microsoft initiated a total restructure of the division, possibly even delaying the release of Vista even further.
The most interesting aspect of this is in the headline: 60% of it. I would expect maybe 10-20%, but 60%? Yowzers!
Is anybody surprised by this headline? (Did I say that out loud?)
UPDATE: According to some sources, this story really didn't happen (at least, that's what Microsoft is saying publicly)
